Overview:The People's Republic of China has received financing from the Asian Development Bank (ADB) toward the cost of Loan 3807-PRC: Guizhou Gui'an New District New Urbanization Smart Transport System Development Project. It intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

3、Qualification Requirements For Bidder
Qualifications or Performance:Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:
(i) Satisfied the eligibility requirements of ADB loan projects: such as Nationality, Conflict of Interest, ADB Eligibility, Government-Owned Enterprise, United Nations Eligibility.
(ii) Historical Contract Nonperformance: (i) Nonperformance of a contract did not occur as a result of contractor default since 1 January 2023; (ii) Not under suspension based on execution of a Bid-Securing Declaration pursuant.
(iii) Contractual Experience: Successful completion as main supplier within the last three (3) years (from 1 January 2023 to the deadline for bid submission), of at least one (1) contract valued at CNY 7 million (or equivalent convertible foreign currency) with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply) (the implementation of the contract should include charging piles).
(iv) Technical Experience: The Bidder shall demonstrate that the goods offered have: 480kW and 360kW DC charging piles or charging piles with the same brand and similar specifications: (i) been in production for at least one year, and (ii) been sold a minimum of 5 sets for each of the two specifications over the last one (1) year (from 1 January 2024 to the deadline for bid submission); (iii) been in operation for a minimum of one (1) year.
(v) Production Capacity: The Bidder or manufacturer shall demonstrate that it can supply the type, size, and quantity of the goods as required by Purchaser in accordance with the Delivery and Completion Schedule in Section 6 (Schedule of Supply).
(vi) Other Technical Capacity: Domestic bidders shall have a qualification of Level 3 or above for General Contracting of Power Engineering Construction, or qualification of Level 3 or above for Professional Contracting of Power Transmission and Transformation Engineering. At the same time, domestic bidders shall have the Installing (Repairing, Testing) Electrical Facilities License with Level 3 or above; foreign bidders shall have the construction capacity of power engineering corresponding to the scale of the project.
(vii) Historical Financial Performance: Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last three (3) years (2022-2024) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
(viii) Size of Operation (Average Annual Turnover): Minimum average annual turnover of CNY 17 million (or equivalent convertible foreign currency) calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years (from 1 January 2022 to 31 December 2024).
(ix) Cash Flow Capacity: Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 2 million (or equivalent convertible foreign currency).
