3、Qualification Requirements For Bidder
Qualifications or Performance:1)The bidder shall be an independent legal person or other organization in accordance with the provisions of The Bidding Law of the People's Republic of China. (Domestic bidders must provide a business license or legal entity certificate, while overseas bidders must submit their local registration documents). Bidders shall submit a company profile form containing, as applicable, details of the entity's nature, registration particulars, business scope, industry-recognized certifications (with copies), and any other supporting documentation demonstrating the company's eligibility for this tender. All materials must bear the official seal to verify authenticity and accuracy.
2)The bidder must commit that their equipment and software exports fully comply with relevant international and China laws and regulations, and assist in handling all necessary import and export licensing procedures.
3)This project exclusively accepts domestic bids from product manufacturers. For overseas products, bids may be submitted by either manufacturers or authorized agents. If a bidder is an agent for the product, they must obtain and submit a sole authorization letter from the manufacturer for this project. Note: The original manufacturer and agent cannot participate in the bidding process simultaneously.
4)The bidder and the manufacturer of the bid goods have no major illegal records in their business activities within the past year, no fraudulent bidding through unfair competition, no major economic criminal cases, and no contract termination or legal defeat as defendants due to any breach of contract, illegal acts, or violations of commercial ethics.
5) The equipment provided by the bidder should have installation and use record in the industry. (The bidder shall separately provide supporting materials meeting the above requirements in the bidding documents)
