1. The People’s Republic of China has received financing from the Asian Development Bank (ADB) toward the cost of Yunnan Lincang Border Economic Cooperation Zone Development Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The Zhenkang County Health Bureau (“the Purchaser”) invites sealed bids from eligible Bidders for E-SS02: PRC-Myanmar Friendship Hospital equipment.
Particulars:This equipment list covers the medical devices required for multiple departments of PRC--Myanmar Friendship Hospital, mainly including: Traditional Chinese Medicine Rehabilitation Department equipment (biofeedback stimulator, shockwave therapy system, etc.), Hemodialysis Room equipment (single dialysis machines), Otolaryngology Department equipment (ophthalmic surgical microscopes), Surgery Department equipment (laparoscopes, endoscopic systems), Anesthesia Operating Room equipment (anesthesia workstations, monitors), Laboratory Department equipment (microbial mass spectrometer), Obstetrics and Gynecology Department equipment (hysteroscopes), Pediatrics Department equipment (transport ventilators), and ICU equipment (smart anti-bedsore air mattresses), etc.The total number of medical equipment exceeds 150 units/sets/pieces.

3. Open competitive bidding – International advertisement will be conducted in accordance with ADB’s Single-Stage: One-Envelope Bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:
1) Pending Litigation and Arbitration
All pending litigation, arbitration or other material events impacting the net worth and/or liquidity of the bidder, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50 percent of the Bidder’s net worth calculated as the difference between total assets and total liabilities.
2) History of Nonperforming Contracts
Nonperformance of a contract did not occur as a result of supplier default since 1 January 2020.
3) Contractual Experience
Successful completion as main supplier within the last 5 years, of at least one (1) contract each valued at not less than CNY 33.6 million or equivalent amount in USD with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).
4) Historical Financial Performance
Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, last three years i.e. 2022, 2023, 2024 to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
5) Size of Operation (Average Annual Turnover)
Minimum average annual turnover of RMB 105 million or USD 14.7598 million calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (i.e.2022,2023,2024).
6) Cash Flow Capacity
Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is not less than RMB 21 million or USD 2.94 million or other equivalent foreign currency.
7) Qualification Requirements
For domestic bidders, the bidder should have the qualification of “Medical Device Operating License” issued by National/local Medical Administration.
For foreign bidders, it shall ensure it could conduct relevant business in accordance with the PRC law.
8) Technical Experience
The Bidder shall demonstrate that the goods offered have:
(i) been in production for at least one (1) year;
(ii) been sold a minimum of three (3) units of similar type and specification over the last three (3) years; and
(iii) been in operation for a minimum of one (1) year.

6. To purchase the bidding documents in English, eligible Bidders should:

7. Deliver your bid

· on or before the deadline 9:30 hours (Beijing Time), 12 March 2026; and
· together with a Bid Security/Bid Securing Declaration as described in the Bidding Document.
Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.
8. The Purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of bids.
