3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidding products shall be effectively registered according to the Administrative Measures for Registration and Filing of Medical Devices (Order No.47 of the State Administration of Market Supervision) (copies of medical device registration certificates and possible change registration documents that are still valid at the bidding deadline and all licensing items are consistent with the bidding products shall be provided in the bidding documents).
2) If the bidding products are produced within the territory of People's Republic of China (PRC), the production enterprise and/or the entrusting party (applicable to the case of entrusted production) shall obtain a valid production license in accordance with the Measures for the Supervision and Administration of Medical Device Production (Order No.53 of the State Administration of Market Supervision) (a copy of the license for producing the bidding products that is still valid at the bidding deadline and the possible change registration documents that are consistent with the company name, production address and production scope shall be provided in the bidding documents).
3) If the procurement target belongs to Class II medical devices, the bidder shall complete the effective filing of the sales of the bidding products in accordance with the Measures for the Supervision and Administration of Medical Device Operation (Order No.54 of the State Administration of Market Supervision) (in the bidding documents, copies of the medical device operation filing documents and possible change filing documents consistent with the unit name, business place, business scope, business mode and warehouse address shall be provided; This requirement is only applicable to domestic bidders for international bidding projects). If the products to be supplied belong to Class II medical devices whose safety and effectiveness are not affected by the circulation process and can be exempted from business filing as determined by the drug supervision and administration department of the State Council, the bidder shall provide a list of relevant products published by National Medical Products Administration in the bidding documents.
4) If the procurement target belongs to Class III medical devices, the bidder shall obtain a valid business license in accordance with the Measures for the Supervision and Administration of Medical Devices (Order No.54 of the State Administration of Market Supervision) (a copy of the medical device business license with the unit name, business place, business scope, business mode and warehouse address and possible business license change documents shall be provided in the bidding documents; This requirement is only applicable to domestic bidders for international bidding projects).
5) There is no record of major violation of laws in business activities in the three years before participating in procurement activities (from January 9, 2023 to the present) (for this reason, the bidder must provide a written statement that there is no record of major violation of laws in business activities in the three years before participating in procurement activities, and at the same time, the domestic bidder must provide a "record certificate of no bribery", that is, the full-text query result and query date on "China Judgment Document Network" should be provided in the bidding documents, and the official seal of the domestic bidder should be affixed). 6) The bidder shall be the manufacturer of the bidding equipment or the agent authorized by the manufacturer of the bidding equipment;
7) The bidder must complete the effective registration on the electronic trading platform for bidding and tendering of mechanical and electrical products (hereinafter referred to as the trading platform for mechanical and electrical products, website: http://www.bdtools.cn) recognized by the Ministry of Commerce before the bidding deadline (because it takes some time for the registration review of the trading platform for mechanical and electrical products, if the bidder decides to participate in the bidding of this project, please log on to the website as soon as possible to check whether he is in the effective registration state, so as not to affect the normal bidding due to the re-registration near the bidding deadline).
8) In the past three years (from January 9, 2023 to the present), it has not been included in the list of people who have been executed for breach of trust, the parties involved in major tax violations or the list of serious violations of trust in government procurement by official channels such as the website of Credit China (www.creditchina.gov.cn) and the China Government Procurement Network (www.ccgp.gov.cn) designated by the Ministry of Finance.

The tender announcement of this project and the publicity of the winning candidate will be published on the mechanical and electrical products trading platform and the Shanghai government procurement website at the same time. The contents of the announcement and publicity shall be subject to the electronic trading platform for bidding and tendering of mechanical and electrical products in China. 3. Interested potential bidders can collect and purchase the bidding documents online on the website of Shanghai International Bidding Co., Ltd.
